今年のハロウィンはひっそりとしていて、賑わいがありませんでした。
お隣のおばあちゃんも「こんなこと初めて」と、言っていました。
結局、我が家も家族でちょこっとやっただけ。訪問があってもいいようにキャンディーは用意していましたが、余りました。

ハロウィンの時期は、トリック・オア・トリート用に、大きな袋に入ったキャンディーなどが安売りされています。
What basically needs to prepare for?/基本の準備は？
Just buy a bowl of candy. No need to have indoor or outdoor decorations, unless you want to.
ボウルいっぱいのキャンディーを買うだけ。したいのでなければ、屋内や屋外の飾り付けをする必要はありません。
How much do I need to have candy? How many per bag?/キャンディーはどれくらい必要？バッグあたりいくつくらい？
Depends on how many kids are in your neighborhood. Maybe a couple of large bags of candy would be enough and handout a few pieces to each (small handful).
近所に何人くらいの子供がいるかによります。
たぶん、キャンディーの大きな袋を2、3袋で十分で、それぞれに数個（一握りくらい）を配ります。

Probably start sometime around 5:00, but should not go any later than 8:00.

Not sure. I think the Governor does not want people to engage in
Halloween activities, but it may be up to the individual neighborhood, town, county.
